当配置数据库连接池时，指定了不存在的调度程序，则会抛出ORA-00127错误。
正常处理方法及步骤
1.首先检查是否已将相关调度程序配置到数据库中；
2.如果调度程序已存在，通过show parameter dispatchers检查是否在参数列表中设置了调度程序；
3.如果调度程序不存在或未设置，执行ALTER SYSTEM SET DISPATCHERS=”语句添加调度程序；
4.最后，重启数据库使参数生效。
